STRS Annual Member Contribution - Service Credit - Best Practices and Troubleshooting

Best practices

To ensure accurate service credit calculations:

  • Verify Member Type - Confirm each employee's Member Type is correctly set on the Payroll Information - State Required page.

  • Review Pay Date Ranges - Before running the STRS Annual Member Contribution report’s Load process, verify that the Pay Start Date and Pay End Date ranges on the employee's pay rate are appropriate for the reporting period.

  • Check Days Worked - Ensure the STRS Days FTD field on the Payroll Information - State Required page accurately reflects the number of days each employee worked.

  • Review Pay History - Confirm that all paychecks have been processed and are properly dated within the expected ranges.

  • Understand the 90-Day Rule - For full-time employees with less than 90 days worked, be aware that the service credit may be limited by either the earnings-based or days-based calculation, whichever is lower.

Troubleshooting service credit issues

Service credit shows zero when expected to be higher

Possible causes:

  • The Pay Start Date and Pay End Date range on the employee's pay rate do not include any paychecks.

  • Paychecks are dated outside the configured pay period range.

  • No checks have been processed for the employee during the period.

Resolution:

  • Review and adjust the Pay Start Date and Pay End Date on the employee's pay rate.

  • Verify paycheck dates and ensure they fall within the expected range.

  • Confirm all paychecks have been properly processed.

  • Re-run the STRS Annual Member Contribution report’s Load process.

Service credit is lower than the days worked would suggest

Possible Causes:

  • The employee is full-time, with less than 90 days worked.

  • The earnings-based calculation is returning a lower value than the days-based calculation.

  • The "lesser of" logic is selecting the lower amount.

Resolution:

  • This is expected behavior under the <90 days rule.

  • Review the Pay Start Date and Pay End Date ranges on the employee's pay rate to ensure they capture all relevant paychecks.

  • Verify the total earnings and recalculate to confirm the logic is working correctly.
