5 Year Forecast
Use the EMIS 5 Year Forecast page to add, update, delete, search, and print five-year financial forecast records for Ohio EMIS state reporting. This page allows users to manage QF (Five Year Forecast) schedule records that contain historical financial data and projected financial forecasts organized by line number categories. The data is used to generate the EMIS Five Year Forecast Report (QF record type) for submission to the Ohio Department of Education as part of the district's required long-range financial planning documentation.
The Five-Year Forecast is a financial projection required under Substitute House Bill 412. The Auditor of State (AOS) provides guidance and maintains a website with the most current HB 412 information. Districts may also contact the Office of School Finance for assistance in preparing the forecast.
A Five-Year Forecast is required of all city, local, exempted village, and joint vocational school districts in accordance with ORC §5705.391 and Ohio Administrative Code 3301-92-04. The forecast comprises three years of historical financial data, estimates for the current fiscal year, projections for the four ensuing fiscal years, an ADM (Average Daily Membership) forecast, and a summary of key assumptions.
Districts must submit the initial Five-Year Forecast through EMIS by October 31 of each fiscal year as part of the October (Period P) reporting collection. An updated forecast must also be submitted between April 1 and May 31 of each year. To meet these requirements, districts must submit both the five-year financial projections and the forecast notes through EMIS.
The Five-Year Forecast record layout follows the standard EMIS format. While the source data is typically prepared in spreadsheet applications, the ITC's EMIS software accepts forecast data in comma-separated values (CSV) format. The required data elements are defined in the Five-Year Forecast sections of the ODEW EMIS Manual.
Maintain data
On the start page, select EMIS.
From the EMIS Financial Tables menu, select 5 Year Forecast.
Filter records using the filter criteria. To enter filter criteria:
Select an option in the first field.
Select or enter a value.
Select Add if the button is enabled.
Refer to Search for Records for more information.To add a record, select Add Record. Refer to the Field descriptions and enter valid information in the required fields. Select Save, then Yes.
To edit a record, select the ellipsis in the Actions column and then select Edit. Update the information and select Save.
To delete a record, select the ellipsis in the Actions column, select Delete, and then select Yes.
To download the information, select Download, then select Download PDF or Download as an Excel Document.

Line Number | The site-entered forecast line item number that corresponds to a specific revenue or expenditure category as defined by ODE. Each line number corresponds to a different financial element in the forecast. Accepts decimal values with format XX.XXX. The whole number indicates the major section of the forecast, and the decimal portion indicates the line within the section. Forecast Amounts section
This section contains the Forecast amounts for the next five fiscal years. The first value is the forecast amount for the current fiscal year. The remaining four values project to subsequent fiscal years.
