PA PIMS - Employment Basis changes for 2021-22 Report

Modified the PA PIMS maintenance screen to reflect the updated report requirements.
The employment basis field is now required when editing or adding records to the report. A warning will also be displayed in the error log if the employee does not have an employment basis in the State Required screen or if their employment basis code is invalid.
The State Required screen has also been changed to only accept the codes ‘PE’, ‘TPE,' ‘SC,’ ‘CP,’ and ‘OE.’ The employment basis code 'SP’ has been removed from the list of valid codes.
