EFIN-50372	PA Corrected Add in PSD Code Maintenance	The Pennsylvania PSD Code maintenance was not allowing users to enter new PSD codes - it had two required fields that were mutually exclusive, so Add was not possible. This has been corrected to allow the entry of either the local tax code or the PSD rate.
