EFIN-49171PA PSD Code Maintenance required fields

Modified the Local Tax Code field to remove the data entry requirement and associated error checking. The Local Tax Code and Reference PSD Rate fields require a value in one or the other, but not both.

This is also for Versions 5.2 and 19.4

EFIN-52198PA Local Tax Monthly Quarterly Report

Modified the PA Local Tax Monthly Quarterly Report to improve the formatting and readability of the reports.

EFIN-54030PA Default Credit Weeks on State Required Screen - no longer reset

Modified the System Admin > HR Profile > Defined Windows >  Pennsylvania State Retirement Screen set up so that Def credit Wks will not be reset to 13 during the installation of releases. Customers had been resetting this after each software update to their preferred information. Corrected this to retain the value entered by the district.
