EFIN-51827	PA - Berks EIT Local Excel File changes	The Pennsylvania local taxing authority Berks Earned Income Tax Bureau changed the required file layouts for their quarterly and annual report. This is a change to only the text file's record layout for Berks EIT per the Berks EIT office. There are no User Interface changes.
