Maintain Payroll RP20 Or RP25 Records - Employer Share tab

The Employer Share tab on the TX Team Report - Payroll (RP20/RP25) page consists of the following sections:

Current Data

You should only update fields in this section.

The following table describes the fields in the Current Data section of the Employer Share tab on the TX Team Report - Payroll (RP20/RP25) page when the Record Code selected in the General section is RP20 or RP25.

Description

Load logic - Data source and Valid values

RE TRS-Care Contribution

The reporting entity's current contribution to TRS-Care.

The field value is retrieved from fringe benefit records in the detdist (detail distribution) table, where the fringe code is defined as deduction type "24" in the tx_team_ded table. The system sums all fringe amounts from detdist records (record type "F") for the reporting period where the deduction code matches type "24".

The field value is stored in the tx_team_pay.care_contrib field.

Federal Contribution

The state's current contribution for compensation paid from federal funds or private grants.

Calculated during the data load process.

The calculated value represents the state's contribution for compensation paid from federal funds or private grants. It is calculated by multiplying the Federal Gross amount by the Federal Fund Rate:

fed_contrib = federal_gross * mFedFundRate

The field value is stored in the tx_team_pay.fed_contrib field.

Federal TRS-Care Contribution

The state's current TRS-Care contribution for compensation paid from federal funds or private grants.

Calculated during the data load process.

The calculated value represents the state's TRS-Care contribution for compensation paid from federal funds or private grants. It is calculated by multiplying the Federal Gross amount by the TRS-Care Rate:

fed_care_cont = federal_gross * mTRSCareRate

The field value is stored in the tx_team_pay.fed_care_cont field.

New Member Contribution

The state's current new TRS member contribution for compensation paid during the first ninety days.

The field value is retrieved from fringe benefit records in the detdist (detail distribution) table, where the fringe code is defined as deduction type "36" in the tx_team_ded table. The system sums all fringe amounts from detdist records (record type "F") for the reporting period where the deduction code matches type "36". The system also validates that the employee has not passed their last day worked or deduction stop date before including these amounts.

The field value is stored in the tx_team_pay.new_memb_cont field.

Non-OASDI Member Contribution

The reporting entity's current contribution for Non-OASDI (Old Age, Survivors, and Disability Insurance) member compensation.

Calculated during the data load process.

The calculated value represents the reporting entity's contribution for non-OASDI (non-Social Security) compensation. This is calculated on a positional basis by multiplying the TRS eligible gross salary by the Non-OASDI Rate for employees who are FICA exempt:

non_oasdi_cont = trs_gross * mNonOasdiRate

The field value is stored in the tx_team_pay.non_oasdi_cont field.

Adjusted State Minimum Compensation

The current adjusted state minimum compensation.

Calculated during the data load process.

The calculated value represents the adjusted state minimum salary after accounting for the number of checks in the reporting month and any docking/leave without pay. It is calculated as:

adj_stat_min = (monthly_sm * check_mod * cei) - docking

Where:

  • monthly_sm = monthly state minimum salary

  • check_mod = check modifier (accounts for number of pay periods)

  • cei = current expense index

  • docking = deductions for days docked or leave without pay

The field value is stored in the tx_team_pay.adj_stat_min field.

Statutory Minimum Contribution

The state's current contribution on compensation paid above the adjusted state minimum.

Calculated during the data load process.

The calculated value represents the state's contribution on compensation paid above the adjusted state minimum. It is calculated by multiplying the difference between the statutory minimum eligible gross and the adjusted state minimum (or federal gross, whichever is greater) by the Statutory Minimum Rate:

stat_min_cont = diff * mStatMinRate

Where diff is the greater of:

  • (stat_min_gross - federal_sm_gross), or

  • (stat_min_gross - adj_stat_min)

This field is set to zero for new members.

The field value is stored in the tx_team_pay.stat_min_cont field.

Child Nutrition Federal Gross

The current portion of the federal gross amount that applies to child nutrition.

For an RP25 record that affects child nutrition, this field should be the gross amount that represents the net adjustment of the Federal TRS Care and Federal contributions.

For example, if a net adjustment for TRS Care is $1.25 and the TRS Care % is 1.25%, the Child Nutrition gross would be $100. This is required for the charging process to determine how much of the Federal Contributions and gross will be attributed to Child Nutrition.

The calculated value represents the portion of the federal gross amount that applies to child nutrition programs. It is calculated by distributing the total child nutrition federal funds proportionally across all RP20 records based on TRS gross amounts.

The field value is stored in the tx_team_pay.fed_cn_gross field.

Previously Reported to TEAM

The following table describes the fields in the Previously Reported to TEAM section of the Employer Share tab on the TX Team Report - Payroll (RP20/RP25) page when the Record Code selected in the General section is RP25.

The field value is retrieved from the tx_team_pay.care_contrib field of the previously submitted RP20/RP25 record.

Federal Contribution

The state's previously reported contribution for compensation paid from federal funds or private grants.

The field value is retrieved from the tx_team_pay.fed_contrib field of the previously submitted RP20/RP25 record.

Federal TRS-Care Contribution

The state's previously reported TRS-Care contribution for compensation paid from federal funds or private grants.

The field value is retrieved from the tx_team_pay.fed_care_cont field of the previously submitted RP20/RP25 record.

New Member Contribution

The state's previously reported new TRS member contribution for compensation paid during the first ninety days.

The field value is retrieved from the tx_team_pay.new_memb_cont field of the previously submitted RP20/RP25 record.

Net Adjustment

The following table describes the fields in the Net Adjustment section of the Employer Share tab on the TX Team Report - Payroll (RP20/RP25) page when the Record Code selected in the General section is RP25.

The difference between the current and previously reported adjusted state minimum compensation.

The valid value is the difference between the current and previously reported adjusted state minimum compensation.

Statutory Minimum Contribution

The difference between the state's current and previously reported contribution on compensation paid above the adjusted state minimum.

The valid value is the difference between the state's current and previously reported contribution on compensation paid above the adjusted state minimum.
