STAR Staff Reporting - Maintain Data - Non-Licensed Employee
Use the MN STAR - Non-Licensed Employee page to view, add, update, and manage non-licensed staff records for submission to the Minnesota Department of Education's STAR (Staff Automated Reporting) system. This page allows users to maintain data for staff members who do not hold teaching licenses, such as paraprofessionals, custodians, food service workers, bus drivers, and other support staff.
If errors are encountered during the Load data process, you can correct the source data on the MN STAR Non-Licensed Employee Table Information form of the MN STAR - Non-Licensed Employee page. After corrections, you must purge and reload the data.
PowerSchool recommends that you correct the report’s source data that is retrieved from the Core application.
On the MN STAR Staff Reporting page, select Non-Licensed.
Filter records using the filter criteria. To enter filter criteria:
Select an option in the first field.
Select or enter a value.
Select Add if the button is enabled.
Refer to Search for records for more information.To add a record, click Add Record. Refer to the Field descriptions and enter valid information in the required fields. Select Save, and then Yes.
To edit a record, select the ellipsis in the Actions column and then select Edit. Update the information and select Save.
To delete a record, select the ellipsis in the Actions column, select Delete, and then select Yes.
To download the information, select Download, then select Download PDF or Download as an Excel Document. The default file names are:

Employee Number | The employee’s identification (ID) number. Select the lookup icon to search for and select an employee number. Location | The school/building number where the non-licensed employee works. This field is view-only and cannot be updated after saving the record. | Populated during the data load process. Assignment Code | The non-licensed position/assignment code that identifies the employee's job classification. Staff ID | The unique state staff identification number. This identifies the staff member for state reporting purposes. | Calculated during the data load process. The calculated value represents the state staff identification number, derived by concatenating the district code (the first four characters of the MDE District Number field on the Human Resources Profile - State page, zero-padded) with the Employee Number field on the Employee Information page (first five characters, zero-padded). For example, if the MDE District Number is "123" and the Employee Number is "456", the Staff ID would be "012300456". |
Last Name | The employee's last name. This field is view-only and cannot be updated after saving the record. | Populated during the data load process. The field value is retrieved from the Last Name field on the Employee Information page. |

Hours per Week | The number of hours the employee works per week. Must be between 0 and 60. Used to determine the employee's work schedule for state reporting. | The valid values are 01-60. Full Time/Part Time | Indicates whether the employee works full-time or part-time. This classification is used for staffing analysis and state reporting requirements. | Valid values:
