Defined Page 32005 - MN STAR Reporting

Use the MN STAR Reporting page to maintain employee-level staff assignment data required for Minnesota Staff Automated Reporting (STAR) submissions to the Minnesota Department of Education (MDE). This page allows users to enter staff information overrides and supplemental data that is automatically populated into the MN STAR Licensed and Non-Licensed staff reports.

Before generating the MN STAR Staff report, enter valid information on the MN STAR Reporting page.

Enter information for regular employees

On the Employee Information page, the Pending Status for a regular employee is blank.

  1. On the start page, select Human Resources.

  2. Select Entry & Processing, then from the Employee menu, select Employee Information.

  3. Enter the Search Criteria and select Search. Alternatively, you can select Exclude Pending Employees and then select Search.
    Refer to Search for records for more information.

  4. Select the relevant employee record and select Accept

  5. Select Personnel Information and then select Defined Windows.

  6. Select 32005 and then select Accept

  7. Refer to the Field descriptions and enter valid information. 

  8. Select Accept.

Enter information for pending employees

Pending employees require additional information to complete the employee record. On the Employee Information page, the Pending Status on the record shows Add Pending.

  1. On the start page, select Human Resources.

  2. Select Entry & Processing, then from the Employee menu, select Employee Information.

  3. Enter the Search Criteria and select Search. Alternatively, you can select Only List Pending Employees and then select Search.
    Refer to Search for records for more information.

  4. Select the relevant employee record and select Accept

  5. Select MN STAR Reporting

  6. Refer to the Field descriptions and enter valid information.

  7. Select Finish.

  8. On the navigation bar, select Finish.

  9. Select OK.

Field descriptions

The following table describes the fields on the MN STAR Reporting page:

Referencing Reports

Base Salary

Override for the employee's annual base salary.

If this field is blank, the system uses the Annual Salary from the employee's Pay Rate Information page.

The valid values are 000000-999999.

STAR Staff Report

Contract Days

Override for the number of contracted work days.

If this field is blank, the system uses the Days Worked value from the employee's Pay Rate Information page.

The valid values are 0-265.

STAR Staff Report

FT/PT

Override for the employee's full-time/part-time status indicator.

If this field is blank, the system uses the Part Time Status value from the Personnel tab of the Employee Information page.

Valid values:

  • F = Full-time

  • P = Part-time

STAR Staff Report

Out Of Dist

Indicates whether the employee works out of district.

When set to Y, the employee is flagged as working outside the reporting district.

Valid values:

  • Y

  • N

Leave this field blank to imply N.

Yrs Exp Supt

The years of experience as a Superintendent.

Reported only for administrators with Status Indicators 02 or 04.

The valid values are 00-99.

Yrs Exp Princ

The years of experience as a Principal.

Reported only for administrators with Status Indicators 02 or 04.

The valid values are 00-99.

STAR Staff Report

Yrs Exp Teach

The years of experience as a Teacher.

Reported only for administrators with Status Indicators 02 or 04.

The valid values are 00-99.

STAR Staff Report

Yrs Exp Other

The years of other relevant professional experience.

Reported only for administrators with Status Indicators 02 or 04.

The valid values are 00-99.

STAR Staff Report

New Staff Stat

The new staff status indicator code.

The system compares this value to the previously reported status to determine if a change should be reported.

Valid values:

  • 00 = No change

  • 01 = New to district

  • 02 = New administrator

  • 04 = New principal

  • 05 = New teacher

  • 06 = Returning from leave

  • 20 = Other

The valid values are defined in the user-defined-table SS.

STAR Staff Report

Inactive Stat

Inactive status indicator code for terminated or separated employees.

The system compares this value to the previously reported status to determine if a change should be reported.

Valid values:

  • 00 = default value indicating the staff is NOT inactive

  • 21 = Maternity/ Paternity/ Adoption

  • 22 = Illness

  • 23 = Personal Obligations/ Other

  • 24 = Travel

  • 25 = Professional Growth

  • 26 = Military Service

  • 28 = Extended Leave/ Alternative Career Exploration/ Sabbatical

  • 29 = Employed, but has no assignment at the time of reporting

  • 30 = Intra-district transfer from a license position to a non-licensed position

  • 46 = Staff Reduction

  • 47 = Personal Reasons

  • 49 = Retirement

  • 50 = Death

  • 51 = Educator in another district

  • 52 = Educator in another state or outside of the United States

  • 54 = Other Educational Occupation

  • 57 = Not offered reemployment for reasons other than staff reduction

  • 59 = Long-Term substitute (use only if the individual was reported as employed on the previous submission)

  • 60 = Unknown/ Other

The valid values are defined in the user-defined table IS.

STAR Staff Report

Hire Date

Override for the employee's hire date for STAR reporting.

If this field is blank and the New Staff Stat is a new hire code (01, 03, 04, 05, 06, 07, 19), the system uses the Hire Date from the Employment tab on the Employee Information page.

This date overrides the Hire Date field on the Employment tab of the Employee Information page.

STAR Staff Report

Term Date

Override for the employee's termination date for STAR reporting.

If this field is blank and the Inactive Stat indicates separation (46, 47, 49, 50, 51, 52, 54, 57, 60), the system uses the Last Day Worked or Last Date to Pay from the Employee Information page.

This date overrides the Last Day Worked and Last Date to Pay fields on the Employee Information page.
