Louisiana PEP Report - Fixed Annual Minutes Calculation from Override Values

When loading the Louisiana PEP Report for districts using pay rates instead of assignments (with override minutes defined in the user-defined 1000 screen), the annual minutes were sometimes miscalculated. This occurred when employees had multiple pay rates and distributions, resulting in annual minutes exceeding the override value in some cases, incorrect division of minutes in various site records, and incorrect negative entries due to rounding errors during correction.

We added an error message and fixed the calculation logic to properly handle override minutes when loading from the user-defined 1000 screen. The system now correctly prevents annual minutes from exceeding the override value by properly dividing minutes across multiple site/position records based on distribution percentages.
