Function List

Use the MI Function List page to add, update, delete, search, and print Michigan FID (Financial Information Database) Function codes for state compliance reporting.

This page maintains the master list of state-required function codes used in Michigan's annual Financial Information Database (FID) submission. Function codes classify district expenditures by the activity or purpose for which the funds are spent (e.g., instruction, support services, administration) as defined by the Michigan Center for Educational Performance and Information (CEPI).

On the start page, select Fund Accounting, then State.
From the MEIS Reference Tables - MI menu, select Function List.
Enter the Search Criteria to find the required function list records, and then select Search.
Refer to Search for Records for more information.
- To add a record, select Add Record. Refer to the Field descriptions, enter valid information, and select Save.
- To edit a record, select the ellipsis in the Actions column, then select Edit.
- To delete a record, select the ellipsis in the Actions column, select Delete, then select Yes.

Field descriptions

The following table describes the fields on the MI Function List page.

Fields	Description
Function Code	A three-character state-mandated code identifying the functional classification of an expenditure as defined by CEPI. Used in the FID submission file. Examples: 111 for Elementary Instruction, 212 for Guidance Services, 231 for General Administration.
Description	A text label (up to 100 characters) explaining the function code.
School Code Applicability	A one-character indicator specifying whether expenditures using this function code require a school/facility code to be reported. Used to enforce proper building-level reporting for instructional and other school-based expenditures. For correct Michigan FID reporting, use the values defined in the Michigan FID User Guide or Chart of Accounts. Often, this field is Y or N for applicability. You must confirm this by referring to the CEPI/FID documentation.
ESP	A one-character indicator specifying whether this function code applies to Educational Service Provider (ESP) reporting. Valid values: Y = Education Service Provider functions N = non-ESP functions If the value is Y, expenditures using this function code are included in ESP-specific financial reports that track spending related to contracted educational management organizations or charter school operators.
