VT New Hire Report - 60 day rule

Modified the VT New Hire 60 day rule to incorporate the following:

Need to consider the Exclude 60 day rule from the employee’s Job Class as the first criteria → From the primary pay rate of the employee.
If Primary Pay Rate is not present, then the State Required Screen Parameter is considered the default.
