VT : VSTRS DB Retirement Report - Contract Salary Calculation fix

VT VSTRS DB Retirement Report’s contract salary calculation was fixed to handle a corner case when multiple job classes associated with the same paycode interfered with the processing of a second paycode.

This fix was included in the April 2024 release.

In this release, we have enhanced the user documentation with a flowchart diagram that explains how the VSTRS DB report’s contract salary is calculated.
