RIC Census Report

The Iowa Retirement Investors' Club (RIC) offers state-sponsored 403b or 403b Roth voluntary retirement savings benefit plans. These plans have no vesting requirements.

Iowa employers are required to create and submit RIC reports to the Iowa Department of Administrative Services. Districts must maintain demographic information for all members who have contributed and submit this information through a Census file to keep the data current. Additionally, districts must submit payroll contributions through a Common Remitter file each pay period. The Census data must be submitted first before submitting contributions, or an error will occur.

Menu path

From the Human Resources menu, select State. From the State - IA menu, select RIC Census Report.

Submission period

As often as required to keep census records current.

Selection rule

The current eFinancePlus baseline Employee Information is compared with the IA RIC Census Import data based on the report data, and the employee data is loaded into the IA RIC Census Report by categorizing the records as New Enrollment, Changes, No Change, or outside of eFinancePlus.

Prerequisites

Enter valid information on the Defined Page 32001 - Iowa RIC Information page.

Import data

Import is needed when the district wants to use the existing data on the RIC website and upload it to eFinancePlus.

The Import module is optional; if used, it will serve as a reference point for comparing changes. If not used, the load process occurs based on the RIC-related deductions set up on the IA RIC Common Remitter Report - Setup - Retirement Deductions page. For the first upload, all employees will be loaded as New. From the next upload, any changes will be identified.

  1. On the IA RIC Census Report page, select Import.

  2. Filter records using the filter criteria. To enter filter criteria:

    1. Select an option in the first field.

    2. Select or enter a value.

    3. Select Add if the button is enabled.
      Refer to Search for records for more information.

      • To view a record, select the ellipsis in the Actions column and then select View. For information about the fields, refer to Field descriptions.

      • To delete a record, select the ellipsis in the Actions column, select Delete, and then select Yes.

      • To upload data, select Upload. Refer to Upload data for more information.

      • To purge data, select Purge. Refer to Purge data for more information.

Upload data

Use the IA RIC Census Report - Import - Upload page to upload a .xlsx file containing the district's census data. You can download the file from Planwithease.

  1. On the IA RIC Census Report - Import page, select Upload.

  2. Select the Import Date. The default is the current date.

  3. Select Choose File to select the file location that contains the census data.

  4. Select Load, then Yes.

  5. Save the Load Summary report file and select OK.

  6. Navigate to the file location.

  7. Inspect the file. Update data if needed.

  8. Repeat these steps until all required data is uploaded.

After uploading the data, the records display on the IA RIC Census Report - Import page.

View data

Use the IA RIC Census Report - Import page to view or delete uploaded census records.

You cannot add or update records on the IA RIC Census Report - Import page.

Plan Status

The employee’s status within the plan.

Plan status A should be used for all employees who contribute to the 403b plan. Plan status X should be used for all eligible employees who are not currently contributing to the 403b plan.

Retired and terminated employees, as well as any other employees who previously contributed to the 403b plan but no longer contribute, should be assigned plan status X.

Valid values:

  • A = Eligible Participating

  • X = Not Participating

Plan Status

Plan Status Sub Type

The employee’s status subtype within the plan.

Enter a value in this field only if the employee has an outstanding Qualified Domestic Relations Order (QDRO), a court order issued under state domestic relations law related to the payment of child support, alimony, or marital property rights.

Otherwise, this field should be left blank.

If the Plan Status field value is X, leave this field blank.

If the Plan Status field value is A, the valid values are:

  • Blank

  • C = QDRO Court action pending

Plan Status Sub Type

Plan Status Date

The effective date of the Plan Status and Plan Status Sub Type field values.

The plan status date would be the same as the hire date for all current employees, provided they were eligible to participate in the plan immediately upon hire.

For retired and terminated employees, this should be their retirement or termination date.

This date should be updated whenever an employee's Plan Status changes.

The employee’s employment status.

If your system does not differentiate between retired and terminated employees, you can use T.

Valid values:

  • H = Hired

  • D = Deceased

  • P = Disabled

  • R = Retired

  • T = Terminated

  • L = Leave of Absence

Employment Status Sub Type

The employee’s employment status subtype.

If the Employment Status field value is H, the valid values are:

  • O = Original

  • R = Rehired

If the Employment Status field value is R, the valid values are:

  • N = Normal

  • E = Early

  • P = Postponed

If the Employment Status field value is L, the valid values are:

  • A = Approved – Paid

  • U = Approved – Unpaid

  • F = Family Medical leave Act

  • M = Military

Employment Status Date

The effective date of the Employment Status field value.

This field value depends on each employee’s employment status and the date that status became effective. For example, it could be their hire date, or the date they retired, were terminated, became disabled, etc.

This date should be updated whenever an employee's employment status changes.

The employee’s date of hire.

Plan Entry Date

The date the employee is eligible to participate in the plan.

This field value should be the employee’s hire date, provided the employee is eligible to contribute to the 403b plan immediately upon hire.

Indicates whether the employee is currently contributing to or has previously contributed to the plan.

Valid values:

  • Y = Currently or Previously Contributing

  • N = Has Never Contributed

Current Salary

The employee’s annual salary, to be used for the 415 portion of the Contribution Limit Monitoring.

The annual salary should reflect the employee’s salary from January to December of the current calendar year.

Vested

Indicates whether the employee is vested in the plan.

The valid value is Y.

Vested

Years of Service

The number of years of service a participant has worked. This field value is used for the 15 years of service catch-up contribution calculation for Contribution Limit Monitoring. It should only include completed years, not partial years of service.

For employees who have not yet completed one year of service or if the 15-year service catch-up provision is not allowed under the plan, the valid value is 0.

This field should be calculated only for an employee’s years of service under your employment. Years of service under an unrelated employer do not count toward this calculation.

For full-time employees, the most recent one-year service period will generally be the current taxable year.

For part-time and retiring employees, the most recent one-year service period consists of the service in the current year and the service for as many previous years as necessary to total one full year of service. The most recent periods of service are added to determine the most recent one–year period of service. This is done by first considering the service during the year for which the determination is being made and then adding the service from the preceding years until the total service reaches one year.

Remember that the most recent one-year service period for teachers may not translate to a 12-month year if the school considers a teacher's "period of service" to be a shorter amount (for example, 9 or 10 months, to align with the academic year).

Years of Service

Purge data

If you need to correct setups or employee data, purge the existing records and re-upload the data.

  1. On the IA RIC Census Report - Import page, select Purge.

  2. Select the Import Date.

  3. Select Submit.

  4. Select Yes, and then OK.

Load data

The Load logic fetches the RIC deduction employees by comparing it with the Import Report Date or the previous Load process' Report Date, whichever is the latest. It then groups the employees based on whether there are changes, no changes, new additions, or those outside of eFinancePlus. If the Import includes employees outside of eFinancePlus, they will be loaded as usual. The Enrollment Type indicates whether there is a change, no change, a new record, or outside of eFinancePlus.

  1. On the IA RIC Census Report page, select Load.

  2. Select the Report Date.

  3. Select Actual or Projected.

  4. Select Load, and then Yes.

  5. If data for the selected criteria is loaded, select Yes to delete and reload the data.

  6. Save the Load Summary report file and select OK.

  7. Navigate to the file location.

  8. Inspect the file. Update data if needed.

  9. Repeat these steps until all required data is loaded.

Maintain data

You can correct the loaded data before submitting the report. However, you must also update the source data.

  1. On the IA RIC Common Remitter Report page, filter records using the filter criteria. To enter filter criteria:

    1. Select an option in the first field.

    2. Select or enter a value.

    3. Select Add if the button is enabled.
      Refer to Search for records for more information.

      • To add a record, click Add Record. Refer to the Field descriptions and enter valid information in the required fields. Select Save, and then Yes.

      • To edit a record, select the ellipsis in the Actions column and then select Edit. Update the information and select Save.

      • To delete a record, select the ellipsis in the Actions column, select Delete, and then select Yes.

      • To download the information, select Download, then select Download PDF or Download as an Excel Document.

General section

The following table describes the fields in the General section of the Employee Information form of the IA RIC Census Report page.

The format is last name, first name, middle name.

This field is view-only.

The value is retrieved from the Last Name, First Name, and Middle Name fields on the Employee Information page.

Enrollment Type

Indicates whether the employee is newly enrolled, and the demographic data must still be submitted.

This field is view-only and cannot be updated after saving the record.

If Change or No Change is selected, the previously submitted data fields are displayed on the Member, Employment, and Address tabs.

Valid values:

  • Change

  • No Change

  • New

  • Outside of eFP

Vested

Indicates whether the employee is vested in the plan.

This field is view-only.

The valid value is Y.

Member tab

Previous field labels are the labels that depict the previously loaded data, whereas the current field labels represent the current data. Current labels do not have data; if that field hasn’t changed, only the previous field is displayed.

The employee's Social Security number. 

This field is view-only.

The application checks if the Social Security number changed after the last Load process. If there is a change, the new Social Security number is stored in this field.

Previous Social Security

The employee's previously reported Social Security number.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

The field value is retrieved from the Social Security field on the Employee Information page.

Last Name

The employee's last name.

The application checks if the employee's last name changed after the last Load process. If there is a change, the new last name is stored in this field.

Previous Last Name

The employee’s previously reported last name.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

The field value is retrieved from the Last Name field on the Employee Information page.

This field value overrides the Last Name field value on the Employee Information page.

First Name

The employee's first name.

The application checks if the employee's first name changed after the last Load process. If there is a change, the new first name is stored in this field.

Previous First Name

The employee’s previously reported first name.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

The field value is retrieved from the First Name field on the Employee Information page.

This field value overrides the First Name field value on the Employee Information page.

Middle Name

The employee's middle name.

The application checks if the employee's middle name changed after the last Load process. If there is a change, the new middle name is stored in this field.

Previous Middle Name

The employee’s previously reported middle name.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

The field value is retrieved from the Middle Name field on the Employee Information page.

This field value overrides the Middle Name field value on the Employee Information page.

Gender

The employee's gender. 

The application checks if the employee's gender changed after the last Load process. If there is a change, the new gender is stored in this field.

Valid values:

  • M - Male

  • F - Female

This field can also be blank.

Previous Gender

The employee’s previously reported gender.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

Valid values:

  • M - Male

This field can also be blank.

The field value is retrieved from the Sex at Birth field on the Employee Information page.

This field value overrides the Sex at Birth field value on the Employee Information page.

Birth Date

The employee's date of birth. 

The application checks if the employee's date of birth changed after the last Load process. If there is a change, the new date of birth is stored in this field.

Previous Birth Date

The employee’s previously reported birth date.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

The field value is retrieved from the Birthdate field on the Employee Information page.

This field value overrides the Birthdate field value on the Employee Information page.

Employment tab

Previous field labels are the labels that depict the previously loaded data, whereas the current field labels represent the current data. Current labels do not have data; if that field hasn’t changed, only the previous field is displayed.

Previous Plan Entry Date

The date the employee was previously reported as eligible to participate in the plan.

This field value should be the employee’s hire date, provided the employee is eligible to contribute to the 403b plan immediately upon hire.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

The field value is retrieved from the Entry Date field on the Defined Page 32001 - Iowa RIC Information page.

Plan Status

The employee’s status within the plan.

Indicates whether the employee is currently contributing to or has previously contributed to the plan.

The application checks if the Currently or Previously Contributing flag changed after the last Load process. If there is a change, the new flag is stored in this field.

Valid values:

  • Y - Currently or Previously Contributing

  • N - Has Never Contributed

Previous Currently or Previously Contributing

The employee’s previously reported plan contribution status.

This field is not displayed if the New or Outside of eFP options are selected in the Enrollment Type field in the General section of the Employee Information form of the IA RIC Census Report page.

Years of Service

The application checks if the number of years of service changed after the last Load process. If there is a change, the new number of years of service is stored in this field.

Previous Years of Service

The previously reported number of years of service a participant has worked. This field value is used for the 15 years of service catch-up contribution calculation for Contribution Limit Monitoring. It should only include completed years, not partial years of service.

For employees who have not yet completed one year of service or if the 15-year service catch-up provision is not allowed under the plan, the valid value is 0.

This field should be calculated only for an employee’s years of service under your employment. Years of service under an unrelated employer do not count.

For full-time employees, the most recent one-year service period will generally be the current taxable year.

For part-time and retiring employees, the most recent one-year service period consists of the service in the current year and the service for as many previous years as necessary to total one full year. The most recent periods of service are added to determine the most recent one–year period of service. This is done by first considering the service during the year for which the determination is being made and then adding the service from the next preceding years until the total service reaches one year.

Create file

  1. On the IA RIC Census Report page, select Report.

  2. Select the Report Date.

  3. Create a hard copy of the report to verify data before you create the electronic file:

    1. Select Hard Copy.

    2. Select PDF or Excel.

    3. If you have the security permission to view the entire Social Security Number (without masking) and want to include it, select Print Full Social Security Number.

    4. Select Create, and then Yes.

  4. Save the file and select OK.

  5. Navigate to the folder containing the report file.

  6. Inspect the file. Update data if needed.

  7. Repeat these steps until all the required data is included.

  8. Create the electronic file:

    1. Select Electronic File.

    2. Select an Enrollment Type. If no option is selected, all enrollment types loaded for the selected report data are included in the electronic report.

    3. Select Create, and then Yes.

    4. Save the file and select OK.
      The default file name is IA RIC Census Report_<MMDDYYYY>.csv

Follow the state's submission procedures.

Purge data

If you need to correct setups or employee data, purge the existing records and reload the data.

  1. On the IA RIC Census Report page, select Purge.

  2. Select the Report Date.

  3. Select Submit.

  4. Select Yes, and then OK.
