CT | Paid Leave Report | Minor fixes

The electronic file name for the Return File has been updated to this example format: CTPL_RTN_123456789_00_20210112152238.csv, where 123456789 is the employer’s FEIN, 00 is your revision number, and 20210112152238 is a date/time stamp.

The revision number is always 00.
The date/time stamp is based on the server time, which is EST/EDT.

The load logic has been updated to include only employees with the Paid Leave Active Deduction.
