VT WHT-434 Annual Withholding Reconciliation Report

The VT WHT-434 Annual Withholding Reconciliation Report is a legal form released by the Vermont Department of Taxes.

The WHT-434 payments depending on the Vermont tax withholding include pensions, wages, and annuities. Other payments are often subject to Vermont income tax withholding, but only if they are dependent on federal tax withholding and paid to a Vermont resident or a non-Vermont resident for their services performed in Vermont.

All taxpayers must file Form WHT-434, update Vermont Tax Withholding, and submit Form W-4VT to their employers. You should file this form with copies of Forms W-2 and 1099.

Menu Path

Select Human Resources from the main navigation menu, then select State. Select VT WHT- 434 Annual Withholding Reconciliation.

Submission Period

This is a yearly report, and the form is due by January 31 of the following year. For example, if the reporting period ends on December 31, 2022, this form is due on January 31, 2023.

Create File

  1. On the VT WHT-434 Annual Withholding Reconciliation page, select the Tax Year.

  2. In the Withholding Account field, enter your Vermont WHT account code.

  3. Select a Payment Frequency and Ceased Operation Date.

  4. In the Health Insurance Cost field, enter a dollar amount to override the employer health care contribution reported.

  5. Select Signature to sign the form electronically. 

  6. Create a hard copy of the report to verify data before you create the electronic file:

    1. Under Report Type, select Hard Copy.

    2. Select Accept.

    3. Select the Destination for the report:

      • Select File to save the report in .rpt format. 

      • Select Screen to save the report in .pdf format.

      • Select Excel to save the report in .xls format. Select the required Excel Options.

    4. Select OK.

    5. If errors are found, review the report, make the necessary corrections, and then repeat this procedure.

  7. Save the files and navigate to the folder containing the report file. 

  8. Inspect the files. Update data if needed. 

  9. Repeat these steps until all the required data is included.

  10. Create the electronic file: 

    1. Under Report Type, select Electronic File.

    2. Select Accept, then OK.
