EFIN-51095	VT Modify VMERS to Correct Duplicate Salaries when there are Multiple Retirement Deductions	Modified the Vermont VMERS report's software load to calculate the salary by summing the non-exempt earnings records in check history (not deduction gross) to prevent salary from being duplicated. The earnings reported should be the same for both deductions.
