VT - ALiS Import - Add Flag for Certification Required

Vermont ALiS reporting requires the ability to identify which employees are missing required certifications. To accomplish this validation reporting, we have added a flag for job classes that require certification.

A check box is displayed for Vermont districts only in Human Resources -> Reference Tables -> Payroll -> Job Classes for "Certification Required."
The checkbox defaults to unchecked, which means not required.
Data is stored and displayed when exiting and re-launching the Job Classes option.
