EFIN-94058	TX TEAM - Ability to manually create ED40 records for prior month dates	This change enables the manual creation of ED40 records for prior month dates, allowing users to create missing records for previous months and ensuring synchronization between the system and the portal.
EFIN-113921	TX Human Resources Fiscal Year Override for TX TEAM Programs	Previously, TEAM was inconsistent in how processes used this Human Resources Profile Fiscal Year field override when pulling fund accounting information. With this ticket, all the TX TEAM programs will now use the Human Resources Profile Fiscal Year field override consistently. This includes the Setup page, the Load and Actual Hours Upload process when identifying positions, and the validation for the Child Nutrition Budget Unit on the Charging Report.
