RI ERSRI Status code, Status date, and Wage code changes

Implemented the following changes for Rhode Island ERSRI Retirement Report:

If the Number of Days Paid field is 0, then the wage code should = 08
If the Status Code is blank in the 32001 screen - Default it to 00 and print 000000 for the Status Date in the electronic file.
If the Status Code is 00 in the 32001 screen - Default it to 00 and print 000000 for the Status Date in the electronic file.
