EFIN-130326 | PA Annual Financial Report - Expenditures now updated to report by building for 2024-25 | The PA Annual Financial Report - Expenditures option has been updated to report expenditures by building, in accordance with the 2024-25 specifications. As part of this update, the following modifications have been included: Path: Fund Accounting > State > PA Annual Financial Report Expenditures/Revenues > AFR Profile A new field has been added to the profile for users to define the organizational level of their building code within the budget/organization code structure. This configuration is required to enable proper building-level reporting for the 2024-25 AFR submission. Path: Fund Accounting > State > PA Annual Financial Report - Expenditures > AFR Expenditure Crosswalk A new field titled 'LEA-Wide' has been added to the expenditure crosswalk. This checkbox designates whether an expenditure code can be reported to the LEAW (LEA-wide) building code or must be distributed to all district buildings according to their ADM percentage. This LEA-Wide flag has been integrated into the crosswalk copy procedure and appended to the import format for the 'Load External' action. The new import record format is tab-separated using "Fund Function Object ESTFL" where each character of ESTFL sets the respective flags for Elementary, Secondary, Federal, Total, and LEA-Wide (e.g., "10 1110 100 E F L" loads a record for Fund 10, Function 1110, Object 100 with Elementary, Federal, and LEA-Wide flags enabled). Path: Fund Accounting > State > PA Annual Financial Report - Expenditures > AFR Building Crosswalk A new Building Code Crosswalk action has been added to map local eFinancePlus building codes (1-16 digits) to state-mandated 4-character building codes. Users can enter Average Daily Membership (ADM) percentages as decimal values for each building, with the system requiring 100% allocation before saving. The crosswalk supports LEA-wide codes by entering "LEAW" as the state building code. An input array format displays the remaining ADM percentage at the top and provides validation to ensure complete allocation. Print functionality is available for exporting crosswalk records in PDF and Excel formats. Path: Fund Accounting > State > PA Annual Financial Report - Expenditures A new field, 'AFR Building', has been added to the search criteria, search results, and expenditure detail sections. The dropdown values populate from the AFR building crosswalk. The AFR building field will not display in the expenditure detail panel for years without AFR building crosswalk entries. 'LEAW' may only be selected for expenditures defined in the AFR expenditure crosswalk as LEA-wide. If LEAW amounts need to be distributed across buildings, the load process should be executed to perform automatic allocation. Path: Fund Accounting > State > PA Annual Financial Report - Expenditures > Reports (Detail) The field 'AFR Building' has been added to the AFR Detail report. The building value prints for each record, with totals for each building and fund combination printed at the end of each group. A list of per-building totals prints at the end of the Screen/PDF report, providing comprehensive building-level financial analysis. Path: Fund Accounting > State > PA Annual Financial Report - Expenditures > Reports (Summary) The AFR Building field has been integrated into summary reports, providing proper rollup to reportable Fund, Building, Function, and Object combinations as specified by the state. Reports include only data relevant to state/expenditure crosswalk requirements, streamlining compliance reporting. Path: Fund Accounting > State > PA Annual Financial Report - Expenditures > Reports (File) The new file generation capability produces CSV and TXT formats that meet the exact PDE specifications. The file structure follows the required format: FundCode, FunctionCode, ObjectCode, SchoolNumber, ElementaryAmount, SecondaryAmount, FederalAmount, TotalAmount. Files include mandatory header lines, complete data population (zeros for empty fields), and proper formatting for direct state submission. |
