Corrections made to PSERS Report for additional payroll, deduction rates, and Split functionality

The following corrections have been made to the PSERS load functionality:

The split by percentage works correctly. Customers can use it to move earnings and contributions into the previous financial year by selecting 100 percent, and the process will remove zero dollar records if any.
If the pay runs are DISTINCT by the fiscal year, compensation is evaluated by an individual check to determine the type of pay and will go into the correct bucket. This fixes the issue where the pay was being incorrectly put into a non-retirement (exempt) bucket.
