EFIN-101217	Modified the pay date validation to allow the addition of defined contribution records without a paycheck.	When a record is added under Defined Contribution, the current validation is kept but changed to a pop-up message informing the user that the new date entered is not a pay date. If the user accepts the message, the record is added.
EFIN-102730	Adjust PSERS Time Reporting for Part-Time Salaried Employees	The part-time salaried employees will have their time reported using the same procedures as full-time salaried employees on the PSERS Work Report. Their time is loaded using the Load Annual Days option and not reported monthly, except for the same exceptions for full-time salaried employees.
