Corrected the Oregon Employee Ledger report so that it runs to completion.

The following changes were made to the Oregon Consolidated Staff Collections:

The Staff Position file was modified to correct the decimal for the FTE and Hourly Rate fields/columns.
Added decimals to correctly report these fields.
