EFIN-51196	Oregon PERS Report - Display Hours in Electronic File and Load without needing Update Benefits	Corrected the electronic file for OR PERS to show missing hours. Also, the validation on Load to have Update benefits setup has been removed. The application allows data to be loaded without a need to define Update benefits.
