Drop preceding alpha character for OH School District's local tax code

While processing the W2 load for OH state, if the school district local tax (school code) contains a preceding alpha character or non-numeric character, we now drop the first non-numeric character and load the following four characters. If it does not contain any non-numeric first character, then we are loading the school code as before, which is the first four characters.

Corrected OH eSERS Contribution Report Sorting

The Ohio eSERS contribution report has now been corrected to handle duplicate data when sorting the records.

OH : Annual Spending Plan Fiscal YTD Differences and additional fixes

The following fixes have been incorporated in the Ohio Annual Spending Plan Report.

The issue related to lines 7.010 and 7.020 showing up as zero as period differences / fiscal YTD differences have been fixed.
Changes related to filtering the report by Cash Accounts (1 - 5) have been incorporated.
