Ohio Customers - Corrections for OH State W2 Electronic File

The Human Resources > Periodic Processing > W2 Reporting > Create Employee W2 File option has been adjusted to include OH in the state name dropdown even if there are no state taxes, so long as there are local taxes. This is due to validation that excludes records from the OH state electronic file unless they have the state name field set to OH. Additionally, the validation on the electronic file generation was adjusted only to check the sequence 0 records, as it was causing employees with multiple W2 records to be excluded due to the additional records not meeting all the criteria. There was also an unreported issue corrected where employees excluded due to this error would have their local taxes reported on the following employee if that employee had none themselves.
