EFIN-56924NE NPERS Purchase of Service updates

Added two additional fields for Purchase of Service to System Administration> Admin > Profiles > HR Profile > State Window to support reporting additional deductions for the Nebraska NPERS reporting.
Modified the Nebraska NPERS load program to include the deduction contributions and benefits for any deductions specified in these new fields as part of the calculation and reporting of the Purchase of Service.
