MI ORS Reporting - Exclude employees with zero wages in DTL2 and DTL4 reporting

Michigan ORS Data Load was fixed to exclude DTL2 and DTL4 records when the employee records have zero wages.

MI ORS PERS - Employees with Retire Code 02 excluded from Federal ORP wages reporting

Michigan ORS PERS - Federal ORP wages reporting was fixed to exclude employees with Retire Code 02 from the report.

The Data Load will continue to include these employee details during the load but exclude them during the Federal ORP wages report generation.
