IL TRS Payroll Report format corrections

Several updates have been made to the new Illinois TRS Payroll Report to correct issues found during testing:

Fixed Pop-Up message to clarify when there are load discrepancies
Fixed the Action Item menu order
Fixed the Load Log header and error messages for clarity
Default Dock Days is 0.00 rather than blank when loading
Prevent load of check with no associated pay schedule

EFIN-63470

IL TRS Payroll Report Load Issues

Corrected issues with the Illinois TRS Payroll Load where the software indicated an employee had a termination code but no termination date when they had neither. This was due to a prior employee having a termination code carried over to the next employee.

Also corrected an issue with retrieving the post-retirement hours data for substitutes.
