IL TRS Payroll Report Load fix for dates

Menu path: Human Resources > State > Il TRS Payroll Report > Load

An issue existed when there were multiple checks for an employee with the issue date being used to load but with start or end dates that differed. The load process would pick up and use the dates from only one of the checks, which could lead to incorrect dates being reported and incorrectly combining IL TRS Payroll Report rows with different dates. Now, the correct pay period begin and end dates will be reported. These correct dates are validated against the pay schedule table, and any mismatches will be listed on the payroll load report.
