Human Resources: Civil Rights Data Collection Fatal Error on Load

Corrected the issue where customers loading Civil Rights Data Collection information for the first time received a fatal error if they did not have the Federal Funding Organization Level defined in the set up. The software will not require the federal fund level if it is the current reporting period.
